OneTrust AI Governance and ServiceNow AI Control Tower are two platform incumbents answering the same mandate — inventory the AI estate, assess it against the EU AI Act and NIST AI RMF, and prove control — and Gartner's first Magic Quadrant for AI Governance Platforms (June 16, 2026) placed ServiceNow as a Leader and OneTrust as a Visionary. They grow from different roots. OneTrust extends a privacy and GRC suite with roughly 14,000 customers and a mature data-classification engine into AI governance. ServiceNow extends its ITSM/CMDB workflow estate into an AI command center: roughly 30 discovery integrations, runtime traces from the Traceloop acquisition, an AI Gateway for MCP traffic and per-agent kill switches.

Its unit of work is the AI system inside a broader trust program: a centralized AI inventory with agent-detection connectors for AWS Bedrock, Azure AI Foundry and Google Vertex AI (GA in the Spring '26 release), EU AI Act / ISO 42001 / NIST AI RMF assessment templates, and automatic risk re-classification when models, data or agents change.

Its differentiator is program gravity: the same Data Discovery classification engine that powers its privacy products (300+ classifiers) also backs AI Guard, an open-source SDK that can mask or block sensitive content — which OneTrust scopes to development and testing. In March 2026 OneTrust announced a pivot toward real-time governance, a “continuous control plane”, though the runtime pieces are scoped or in preview. It is multi-tenant SaaS; no self-hosted platform is documented. Gartner placed it as a Visionary in the June 2026 Magic Quadrant.

ServiceNow AI Control Tower

ServiceNow AI Control Tower speaks to CIOs, platform owners and IT-led governance teams at enterprises standardized on ServiceNow. Its unit of work is the AI asset inside the workflow estate: discover, observe, govern, secure and measure AI agents, models, prompts and datasets across ServiceNow and third-party systems, with roughly 30 discovery integrations spanning AWS, Azure, Google Cloud, SAP, Oracle and Workday (expansion announcement), plus compliance content packs for the EU AI Act, NIST AI RMF and US state AI laws with dynamic risk scoring.

Its differentiator is runtime instrumentation with teeth: Traceloop (OpenLLMetry) traces of every LLM call and agent reasoning, an AI Gateway that proxies MCP-server connections with OAuth 2.1 token validation and instant deactivation, and agent deviation detection with automatic action blocking and per-agent kill switches added at Knowledge 2026. Gartner named it a Leader in the June 2026 Magic Quadrant. The caveats are platform-shaped: no standalone SKU, pricing bundled into AI-native tiers by quote, and self-hosting only via the heavyweight ServiceNow Private Stack path.

Where OneTrust AI Governance wins

Privacy-program and DPIA maturity. AI governance inherits a privacy suite roughly 14,000 organizations already run: DPIA/PIA workflows, the Data Discovery classification engine (300+ classifiers) and EU AI Act / ISO 42001 / NIST AI RMF templates with automatic risk re-classification when models, data or agents change (EU AI Act solution) — ServiceNow's content packs are strong, but they assume the IT operating model rather than the privacy office's.

Vendor-risk and assessment workflows. Estate discovery breadth. Roughly 30 enterprise integrations — AWS, Azure, Google Cloud, SAP, Oracle, Workday and more — inventorying agents, models, prompts and datasets across the estate (press release), against OneTrust's agent-detection connectors for three hyperscaler AI platforms.

Runtime observability via Traceloop. The Traceloop (OpenLLMetry) acquisition brings tracking of every LLM call, agent reasoning traces and evaluation automation (announcement) — a 7-to-2 observability gap; OneTrust documents no traces and no cost or token telemetry.

MCP-gateway enforcement and kill switches. Both platforms govern the way their heritage taught them: by workflow and record. An AI system is discovered or registered, assessed, scored, gated and audited — inside a privacy program for OneTrust, inside the ITSM/GRC estate for ServiceNow. ServiceNow is genuinely further into the runtime — traces, an MCP gateway, deviation blocking, kill switches — but its enforcement point covers MCP connections and ServiceNow-governed agents, and it does not document sitting inline as a universal proxy for third-party LLM API calls; its discovery integrations observe those instead. OneTrust's AI Guard, its one runtime data path, is scoped by its own docs to development and testing. And neither vendor documents kernel-enforced agent containment: ServiceNow's is kill-switch and deactivation based, OneTrust's stops at detection and monitoring. Which should you choose?

For a team choosing between the two, the deciding factor is rarely a feature — it is which operating model owns AI governance. If the privacy office owns it and OneTrust is already the system of record for privacy, the AI Governance module inherits that program on day one. If IT owns it and the company runs on ServiceNow, AI Control Tower turns the CMDB, workflow engine and GRC processes it already operates into the governance surface — at the cost of a platform commitment priced by quote. Many enterprises run both estates; there, the honest tiebreaker is which team will actually operate the program.

For an enterprise that has to prove control over live AI, the choice is not only between these programs but whether an enforcement layer sits under them. ServiceNow AI Control Tower is stronger for IT-led programs — estate discovery through ~30 integrations, Traceloop runtime traces and MCP-gateway controls inside the ITSM/CMDB stack. Which is better for an existing ServiceNow shop?

Usually AI Control Tower: discovery, risk workflows, compliance gates and runtime traces land in the CMDB and workflow engine IT already operates, with no second governance system to integrate. Two caveats: pricing is bundled into ServiceNow's AI-native tiers by quote, so the cost rides the platform contract; and if AI governance is owned by a privacy office that already runs OneTrust, forcing it into the IT estate can slow the compliance team down rather than speed it up.

Can OneTrust see AI at runtime?

Only narrowly today. AI Guard streams classification metrics into AI Governance and can mask or block sensitive content, but OneTrust's own docs scope it to development and testing — “not recommended for large classification volumes generally seen in externally facing AI applications or agents” — and no traces or token telemetry are documented. The March 2026 real-time pivot puts broader AI Guardrail Enforcement in public preview. ServiceNow, by contrast, ships Traceloop-based traces of every LLM call. For enforcement on production traffic, that is gateway-layer work — where a runtime platform like Kosmoy sits.

Does ServiceNow AI Control Tower replace an LLM gateway?

Not on its own documentation. Its AI Gateway proxies MCP-server connections with OAuth 2.1 validation, central policy and instant deactivation — real enforcement for agentic traffic — but ServiceNow does not document sitting inline as a universal proxy for third-party LLM API calls made outside its platform; discovery integrations cover those instead. Neither publishes list prices. OneTrust sells enterprise subscriptions by quote, often inside a larger platform contract.
